4. Selection Method

• Tendering Method: Restricted competition / Lump-sum Tendering

• Contracting Method: Contract through negotiation (Applied mutatis mutandis from Article 43 of the Enforcement Decree of the Act on Contracts to Which the State is a Party)

o Evaluation Method: Proposal (Technical) + Price, Comprehensive Evaluation (Proposal:Price = 90:10)

• The evaluation schedule will be announced separately after the proposal submission deadline, and a presentation material in PDF format summarizing the proposal contents must be submitted together with the proposal (company information redacted version).

5. Tender Eligibility

• Must not be a person deemed clearly detrimental to fair competition or proper contract execution, or a person restricted from Tendering as an improper business entity, in accordance with Article 14 of the "Operating Regulations on Contract Affairs of Other Public Institutions", Article 27 of the "Act on Contracts to Which the State is a Party", and Article 76 of its Enforcement Decree.

• A business with its main place of operation in Hong Kong.
